New Instructions in Registration of Births and Deaths

Some Union Parishad Chairman, Municipal Mayor, City Corporation Mayor, Councilor are unauthorized absent from their workplaces due to the special situation that has arisen recently. As a result, people's access to birth and death registration services is being disrupted and public interest is being undermined. In this situation, the local government department has issued new instructions on the issue of birth and death registration.
On Wednesday (August 14), the local government department sent a letter to the Registrar General of the Registrar General's office, all divisional commissioners, all city corporation chief executive officers, all district administrators and all upazila executive officers, and other relevant parties.
According to the Birth and Death Registration Act, Union Parishad Chairman, Municipal Mayor/Councillor and City Corporation Councillor/Officers are acting as Registrars of Births and Deaths. Some Union Parishad Chairman, Municipal Mayor, City Corporation Mayor, Councilor are unauthorized absent from their workplaces due to the special situation that has arisen recently.
As a result, people's access to birth and death registration services is being disrupted and public interest is being undermined. In order to speed up all the services related to registration of births and deaths under existing conditions, the following measures are directed to be taken:
a) In case of Union Parishad
Instead of the Union Parishad Chairman who is absent from work without authorization, the Upazila Nirbahi Officer shall, at his own discretion, assign the responsibility of birth and death registrar to the upazila level responsible officials in various Union Parishads under his jurisdiction and provide the registrar's user ID and password to these officials. These officers shall perform the duties of Registrar until further orders.
b) In case of municipality
The Deputy Director (Local Government) of the respective district shall assign the duty of birth and death registrar to the required number of responsible officers at his discretion in lieu of the mayors of the municipalities who are absent from work without authorization and provide the registrar's user ID and password to these officers. These officers shall perform the duties of Registrar until further orders.
c) In case of City Corporation
Instead of the mayor and councilors who are absent from work without authorization, the Deputy Director (Local Government) of the concerned district shall, at his discretion, assign the responsibility of birth and death registrar to the required number of responsible officers and provide the registrar's user ID and password to these officers. The said officers shall perform the duties of Registrar until further orders.
