Present and former students of the Kurigram Government Girls' High School have started a movement to demand her removal and dismissal, alleging arbitrariness, 'tyrannical behavior' and corruption and irregularities against the head teacher Rukhsana Parveen. However, the headmaster rejected such demands of the students.
In view of the agitation and demands, accused head teacher Rukhsana Parveen said, "I will not resign." Even if I have to commit suicide, I will not resign.
No student can resign. There is a law, there is a procedure in government schools. But I don't want to stay in Kurigram even for a second. But I will not sign to stay alive.' added this head teacher.
It is known that head teacher Rukhsana Parveen joined the Kurigram Government Girls High School in 2010 after the Awami League government came to power. His ancestral home is in Gopalganj district. Husband's house is in Lalmonirhat district headquarters. From Lalmonirhat, she traveled to school regularly with her husband Rezaul Karim in a private car. Teachers and students alleged that since joining, he turned the school into a hotbed of irregularities and arbitrariness. She even made a restroom for her husband to rest in the school's science lab.
After the fall of the Sheikh Hasina government, students of Kurigram Government Girls High School, like other educational institutions of the country, started a movement to demand his removal by raising various allegations of arbitrariness, 'dictatorial behavior' and corruption and irregularities against the head of the institution. The students have announced to stop all educational activities by locking various rooms including the administrative building of the school. They demanded to provide an account of the school's income during the last 15 years of the headmaster's tenure.
The headmaster covered his head after seeing the movement of the students. He has been absent from school for several days.
As many complaints against Rukhsana Parveen:
The school's teachers, students and employees say that the school is like the principal's paradise! The headmaster has created a kind of scary atmosphere in the school without caring about any rules. He is running the school recklessly. Being home in Gopalganj, he always kept the teachers under threat. He used to fear transfer with shift change. As a result, no one opened their mouths out of fear.
Assimilation of money
According to teachers and agitating students, about two thousand students are studying in the school in two shifts. In the last 15 years, the headmaster has embezzled millions of school funds. He did not give an account of the income and expenditure of the money that was collected annually and monthly from the students by showing various sectors. About 40,000 taka is collected per student at the rate of 20 taka per month for the remuneration of the employees. But it costs little. A common room fee is charged even if the school does not have a common room for students. He is not giving any account of lakhs of rupees in several other sectors.
Trade in admission and shift change:
According to teachers and students, Headmaster Rukhsana Parveen started the admission trade in the school after a few years of joining. Apart from this, in exchange of money, he used to give morning shift students to day shift and day shift students to morning shift. A syndicate of several journalists, former information officers and influential politicians of Kurigram worked in these works. Students were admitted in order of waiting list. Apart from this, there are also allegations of admission of students who did not participate in the lottery. The teachers demanded an investigation into these allegations.
The teachers were afraid
Ordinary teachers did not open their mouths out of fear even though various irregularities and immoral activities were going on in front of their eyes. Rukhsana's association with the influential people of various professions in the district has given Rukhsana a 'licence' for unrestrained irregularities. If any teacher tried to open up, they would be threatened with transfer. Even the teachers were threatened with security. As a result, ordinary teachers could not say anything out of fear.
However, after the agitation of the school students, the teachers regained their courage. They agreed with the demands of the students.
Tushar Kumar Rakshit, assistant headmaster of the school (on current charge of the headmaster), said, "All our mouths were closed for so long. We had no power to say anything. We were suffocated by the threat of transfer, morning to day, day to morning shift and other forms of harassment. Now we have expressed solidarity with the demands and movement of the students. I have informed the matter in written form to the Deputy Commissioner and Deputy Director.
But Rukhsana Parveen denied all the allegations. He claimed that all the teachers and staff were on his side before but now they are going against him and making these complaints about the students.
He claimed, 'Everyone knows what happens in girls' schools. How I established the school. If anyone can provide proof that I have taken five thousand rupees from someone by trading admissions, I am willing to sign for it.'
Regarding the accounts of the last 15 years, this head teacher said, "If the authorities want, I am ready to give all the accounts." If the allegations are found to be true, I will take the decision taken by the authorities.
