Chief Advisor directs transparent policy for transfer of primary teachers: Emphasis on stopping trend of urban-oriented transfers

Chief Advisor Professor Dr. Muhammad Yunus has directed to formulate specific and transparent policies for the transfer of primary teachers. He gave this instruction at a high-level meeting held at the State Guest House Jamuna on Monday (July 14) afternoon.The meeting was attended by Advisor to the Ministry of Primary and Mass Education Dr. Bidhan Ranjan Roy Poddar, Secretary to the Ministry Abu Taher Md. Masud Rana and Principal Secretary to the Chief Advisor Siraj Uddin Mia and other senior officials.

At the meeting, the Chief Advisor said,“After being appointed in an upazila, many teachers recommend and lobby for transfer to cities or convenient areas. To stop this trend, it is important to have a transparent, specific process. Transfers can only be made through the prescribed process.”

He further said that it is necessary to ensure that there is no bias or political influence in the transfer process. The meeting also raised the issue of recording all transfer applications on a digital platform and setting specific criteria for evaluation.

Emphasis on women-friendly planning in school infrastructure
The chief advisor also directed the meeting to examine whether the infrastructural aspects of educational institutions are women-friendly or not. He said,

“The participation of a woman architect in the school building construction committee must be ensured so that women's needs and safety are given importance in future infrastructure planning and implementation.”

In addition, the need to evaluate issues such as hygienic toilets, safe passageways and lighting in schools from the perspective of women was also highlighted.

Instructions to move towards a digital education system
The chief advisor emphasized the need to gradually establish internet connections and create multimedia classrooms in all primary schools in the country. In his words,

“The use of digital technology is essential to ensure a modern learning environment for students. For this, schools must be brought under digital infrastructure step by step.”

Call for speedy completion of head teacher recruitment process

The chief advisor has directed the concerned to publish the notification for the appointment of head teachers quickly and complete the recruitment process in coordination with the Public Service Commission (PSC).

An official who participated in the meeting said that as a result of this directive, an effective, transparent and timely administrative structure is expected to be developed in the primary education sector, including transfers.
