Five retired additional secretaries have been appointed as secretaries on contractual basis by the interim government. These officers who became secretaries are of BCS 82nd batch. Among them is Sheikh Abdur Rashid who topped the merit list in the batch. But the Awami League government sent him on compulsory retirement.
On Saturday (August 17), the Ministry of Public Administration issued a notification appointing them.
Among these Dr. Sheikh Abdur Rashid Secretary of Secondary and Higher Education Department, Md. Ehchanul Haque Secretary of Road Transport and Highways Department, Dr. Mohammad Abdul Momen, Secretary of Public Security Department, Dr. Nasimul Gani was made the Secretary of the Public Department of the President's Office and MA Akmal Hossain Azad was made the Secretary of the Ministry of Railways.
A review of the data shows that all five of them are supposed to be promoted to the post of secretary in 2009-10. But he did not get promoted, on the contrary he suffered deprivation. During the Awami League government, they were kept as Officers on Special Duty (OSD) for a long time without being promoted to the post of Secretary.
Then Sheikh Abdur Rashid, Nasimul Ghani and MA Akmal Hossain Azad were forced into retirement in 2013 before the national elections by the Awami League government. And Ehchanul Haque and Mohammad Abdul Momen retired from OSD for a long time. However, the interim government made them secretaries.
